This pattern has a simple reason. Internet providers are former television and landline phone companies, and use existing wired networks for delivering broadband Internet service. Fiber network access is expanding as an alternative. Data Caps Around Mobile
Data collected by our market researchers suggests that some of the top ISPs in Mobile place some sort of limit on data use for their home Internet connections. Data caps are disliked because subscribers view them as a strategy for limiting "cord cutting", while providers maintain that they are a reasonable strategy as they struggle to manage network congestion. In either case, the issue is the same: over-the-top streaming, which easily uses 1–7GB/hour.

Customer Reviews of Internet Providers in Mobile
Best internet service I've ever had
I've been with Xfinity for around two years now and have only noticed one drop during that time, and that only lasted for about 10 minutes. Download speed is usually around 200 Mbps over the WiFi but has peaked at 250.
Day to day no real issues. Sad to leave them
Like all internet service providers, service can seem slow and unresponsive. Luckily, I have been with them so long and all the bugs seem to have been resolved for a long time now. Reliability & speed are quite sufficient and beyond my needs
